I received an attachment via email for a number of files for SCGT.
Outlook Express, for some reason, has "removed access to the following
unsafe attachments in your mail." Now I cannot get at the files. Is
there a way to regain access to the files or is all hope lost? Also,
how do I stop this foolish screening of my mail? I can't seem to find
a setting that allows me to check/uncheck whether my attachments are
screened or not.

Its there. I'm not sure were at, but I remember the first time I installed
XP (IE6) I went thru the same thing. I thought it was on the securities tab
in options but I'm not sure. Keep looking I know you'll find it because I
did.

Tools, Options, Security and then untick "Do not allow attachments to
be saved or opened that could potentially be a virus".

They must be .EXE files...

If it's the same as Outlook, I know of no way to get around it.

With Outlook, the Exchange Server Admin can make a Policy Setting that makes
them available, but if you are using Outlook stand-alone you are screwed.
Almost...

I have discovered one way around this with Outlook.  There is a product
called "Attachment Save" sold by, I believe, Sperry Software.  It's an
add-in for Outlook that helps you manage attachments, since Outlook's
attachment management positively sucks.

One of things it can do is go through your mail, strip off all the
attachments, and save the attachments to a folder on your system.  What's
really cool is that if you want, it can automatically embed a link into the
email to where the file is stored on your drive.

I was able to get to some blocked attachments in this fashion.

Alas, I have no real answer for Outlook Express, though.  You might try and
see if there is some sort of attachment manager for OE, and maybe it will do
the same thing?

Also, there are a lot of OE mailbox converters out there.  Maybe you can
convert the mailbox to something like Mozilla or Netscape and then get to
the attachments.

I've been here before.  That's new info I think.

Attachment Save is still the trick for managing mass numbers of emails with
attachments.

you could also opt for a proper mail client like Mullberry or
Eudora. Outlook isn't much more than an MS virus transportation
device these days, anyway. ;-)

I believe its worded "any file that may contain a virus"  So that is a
pretty big group of file types.
