Jed, I think that is already done - see

http://www.racesimcentral.net/

for TOCAEditor 2.2 and their 1999 car skins.  I haven't tried it or
them, but according to that page it works.  Is that correct?

Hi Neil,

TocaEdit2 does the job, both extracting and inserting the AI car textures.
You can get it from The Toca2 Players Guide along with 1999 cars as well as
Nascar and other skins.

Well the game has shifted a good number of units, and I think a decent
texture editor would be a good idea, the lap viewer on the codemasters
download section is quite useful.

What I really really want to see is some decent TOCA 2 mailing lists and
web sites, along with a patch to fix the bugs I have found.

(you can see rear lights through the tarmac and on the bonus loch
rannoch track some signs are about 5m up in the air.)
