Why do I have alot of Dead cars when watching replays, anyone else have this
problem, If I watch a replay some of the cars will not start or just stop on
the track and they did not do it in the race, and when you come back around
you like just go through them.

This is usually caused by Warp, but you don't indicate if these are
modem races or not.
