AIUI, it refers to adding someone to your "plonk file" (aka kill file, aka
bozo bin) which is a list held by your newsreader software of people who
you don't want taking up your valuable time (usually because they're known
spammers). What this means is that when your newsreader gets new headers,
it will ignore those from that person.
Some newsreaders (including mine, the excellent (and free!) Xnews) will
allow a "sliding scale" of scores according to subject, poster etc, and
will allow you to sort headers on this basis. So a complete "kill" has a
score of -9999, whereas a complete "watch" has a score of +9999. So you
could give a thread you wanted to follow, but weren't totally obsessed by a
score of 1000, say.
I don't think kill files are possible in Outlook Express, which is probably
why you haven't come across them.
Why the word "plonk" has become standard I don't know - it's probably lost
in the mists of time, along with why anyone voluntarily drinks Jolt Cola...

I never understood the O in PLONK, since newsgroups are
public, and I always feel sorry for people who're using PLONK...
