Course not - they're not going to write two graphics engines for racing
titles released within a few months of each other
ISI have used the same one since 2000 ( all be it tweaked )

I was thinking more like a candle dripped over them myself. I really don't
like that effect. It seems to wash out a lot of the details, and makes it
look blurry for lack of a better word.

Probably because its done per vertex not per pixel.
Per pixel shaded reflections would be sharper and less intrusive and washed
out.

Actually, while there are some little code left from the original game
engine (Indy500 until N3/NL), Papyrus has *not* been using the graphic
engine. In fact, they were 2 major overhauls during the years.
