PO means:

"Please allow me some room, as I am about to exit the pits and might be
an Obstruction.  Thank you."

Much simpler to type PO :)

And if you are going to attend some longer races, you may see
POFT (Even on Australian servers, I think) which means
"Pit out, full tanks" ie. "I'm even slower than usual, and
will brake earlier than you think."

before you even enter the track?
while you are standing in your pit stall?
when you start moving?
when you exit pit lane?
when you are about to join the racing line?

Usually when I am in my pit stall I will set it up, then I press enter as I
am heading down pit road to exit. This I have found to give the people I am
racing with a little advanced heads up.

Somewhere at those points would be fine :)
Imo shouting PO is quite useless though.

Of course, that only helps if you recognize the car when you come up behind
it...  Otherwise, it's just another driver.

Racing only in non-pickup GPL races, I can only speak from my experience
in them. I find PO etc. useful. For example, at Watkins Glen where the
pit entrance is straight onto the racing line if I see PO I know to stay
wide. This is true at several tracks where the pits have similar exits.
Also with GPL rear view can be severely restricted when exiting the
pits, so a warning is all to the good.
