Seriously, the boards work, and aren't that expensive, but they
constrain your monitor display to be whatever your local TV standard
refresh is. (60 Hz for NTSC, 50 Hz for PAL, ...) To my mind, 60 Hz is
useless for sitting there reading text for any length of time. But, for
games where detail isn't too important, a TV is the cheapest 35" (or
other) monitor you can get.

My Video card ( ATI 3D XPRESSION+ PC2TV ) works great for viewing on a
31" TV. I tried it out to see how well it works, and it was very
cool. Unfortunately my computer is too far from my TV to do this on a
regular basis. The graphics were clear, including the text. I'm
working out a way to be able to hook it up so that I can play easily
and comfortably from my easy chair. I just need an extension for my
wheel and something sturdy to mount it on.
