Are there any vehicle editors for racers other than SCGT ?

I like the vehicle editors that are available for SCGT, which allow me to
tweak the horspower ratings, tire friction, and other aspects of  car
physics to my own personal preferences. Does anyone know if programs exist
for any other sim racers , along the lines of VEDIT or GTVE. If so where can
they be found, and are they very hard to use ?

Hmm...

You ever tried Racer?  It has all what you want.  Oh, and F1-2002.
