I've been working on setups for these two tracks in NASCAR 2, and my
race setup appears to be set, but for some reason there are no "qual"
setups.  I end up running my race setup with a full tank of gas.  How do
I get the qualifying setup to respond?  I am unable to edit the level of
fuel, which is my primary concern at the moment.

You can't adjust the amount of fuel in a qual setup. Nascar mandates that
the cars qualify with a full tank and so Nascar 2 no longer allows you to
adjust the amount in the tank in your setups. You can only adjust the amount
during practice sessions.

You can't edit the fuel, except in testing.  Everytime time you go out for
practice and qualifying you carry a full load of fuel, just like in real
NASCAR

N2 does not allow you to monkey with the fuel in race mode. You can only
alter fuel load in the practice weekend mode.

unlike nascar 1, N2 does not allow you to qualify with less than a full
tank of fuel.... except in a testing session..... so don't bother  :)

You cannot adjust the level of fuel for qualifying and must run with a full
tank.
