Does Windows software exist for tracking motoring expenses?

For some time I have been using a piece of zero-fee shareware DOS
software called C.A.R. (Chris's Automobile Recorder) to keep track of the
expenses on my cars.

This is very useful - not only does it calculate MPG (and draw a
pretty graph thereof), but you can also use it to track everything you do to
your car and answer questions like "When did I last replace the rear tyres?"
or "How often do I wash my car?" or "How much did my last 12k service cost?"
or "*How* much does my car cost per mile?". You get the idea ...

However, I'd like to move into the Windows age, so I'm trying to find
some (preferrably freeware, but will buy a commercial product if it is
powerful enough) Windows software which performs a similar function. I haven't
seen anything in my local computer shops, and have used various Internet
search engines without coming up with much :-(

What software do other people in this group know about or use? Do you
know where it is available (URL, 'phone number ...)? ANy replies greatefully
received.
