NR2003: No racing back to yellow...

The one consistently annoying thing about the Papy NASCAR series, that
hasn't been fixed in the latest patch, is the complete and blindness of the
AI when an incident occurs during practise.  Is this because no yellow is
thrown and therefore the AI don't bother looking for trouble ahead?  I am
not sure, because it also seems to happen in races.

Anyway, the new no racing back to the yellow rule if implemented would solve
this problem.  As soon as there is an incident, and the "caution" is shown,
you hold position and start driving cautiously, with no passing--what a
concept!  (I wonder which of the 50 other racing series they copied this
from?)  Any chance someone can hack/patch this into NR2003?
