I have the newest drivers for both my wheel and graphics card, and I went to
the file in my /save folder where I changed some Wheel setting to 0, as
these were the two solutions I found online.
However there is still quite a large noticable difference and I've tried
looking around to no avail.

Yes, I've changed the "Moving Steering Wheel" line from 1 to 0

I'm unsure of how to check it but under normal circumstances I get excellent
frame rate

Ouch .....that would explain the delay. Maybe post your PC specs and see if
people can help you out.
