I keep getting this message. It tells me to re-install.

The Microprose FAQ suggests using nostateload switch. I tried this and it
doesn't help.

I looked at the file. It is different ( starts with a ? instead of a
space).

Any suggestions?

One.  
I was getting this message and reinstalled three times, until I finally
realized I was booting from a floppy that left me running gp2.exe from c:\
rather than c:\games\gp2...
