Has anyone ran GP2 on a Pentium 166 with the overclocked 83 MHz bus
speed. If so, does it improve the frame rate?

Well, almost.  I have been running my machine at 208Mhz with an 83Mhz
bus speed.  Processor occupancy went from 150%+ to well below 75% with
all textures on (except sky) in front and in mirrors.  I can't quote
frame rates because I have rendition card and GP2 doesn't seem to know
how to handle it ( gives estimate of 8.8).  Monaco is the only track
that makes occupancy peek up above 100% on occasion.

On your motherboard you have jumpers that tell the system how fast to
run.  There are two main settings, the bus speed and the multiplier.  A
normal P16 runs at 66mhz bus speed with a 2.5x multiplier.  Some new
motherboards support faster bus speeds such as 83mhz, so it's now
possible to run a P166 at 83x2.  In this case, although the CPU is
running at the same speed, the bus speed is increased about 25%.  It's
also possible to run a CPU faster than it's rated speed.  Intel tests
it's CPUs at varying speeds while measuring their temperatures because
as a chip heats up, the chances for errors increase proportionally.  
Say a chip runs too hot at 200mhz but fine at 166mhz, it will be rated
at the lower 166 speed.  Assuming you can keep a chip cool (within the
specified operating range), it's theoredically possible to run it at
any speed.

I have a frame rate of about 20 or 23 fps (can't remember the exactly) with
Asus T2P4 and 4Mb WRAM.

Processor Occupancy, in most instances, is lower than 100% except in
Monaco, which is understandable.

BTW I am using 166MMX which is a bit faster than the P166 Classic.

I'm looking for a good CPU heat sink so that I can successfully
overclock my computer. I saw a DELL Optiplex GXL5166 with the largest
CPU heat sink I've ever seen on a Pentium (it has no CPU fan). Does
anyone know where I could purchase such a heat sink (short of buying a
DELL computer).

Try calling Dell.  They might be able to help.

I highly recommend PC Power & Cooling's line of CPU Coolers.  They are
not large bulky heatsinks, instead they use low-profile die-cast
heatsinks with integrated ball-bearing fans.  The model I own (the
CPU-Cool 2.3) moves an impressive 9.2 cubic feet of air per minute and
does an incredible job of cooling my CPU.  My P200 overclocked to P225
is only slightly warm to the touch after being on all day (8+ hours at
