As you can see, this screenshot was in a very early development of Grand
Prix Legends. Look at the textures missing all around the car, the early
car model and the squared mirrors. I do not know if you remember, but one
of the early screenshot in a magazine showed two GPL cars heading what we
thought was the Laguna Seca Corkscrew. I speculate that the game engine has
to be tested way before a track is actually made, so Papyrus used Icr2
tracks for that.
Note that while in development the Shifter was actually a 3d-model from what
we can see, not a 2dbitmap like in the final version. To everybody his
personal preference, I like the 2d one :)
