Oh man what an open ended question. Given the variations of driving style
and hardware being used there will be no absolute best setups. My advise is
to pick a track and test a bunch of different authors setups to see what
works best for you. Once you have a favorite then you'll know were to start.
With N4 I always liked Elliot and Doug A. setups over at Team Lightspeed.
Now that I have went from the LWFF to the MOMO that's all out the window.

Best for who?  It depends on your driving style.  What may be the fastest for me might make you a
snail and vice-versa.  You have to try different setups from different people to see what suits your
driving style best.

Sometimes even N2002's default <fast> setups can be quite good :)

Wow, Precision-Racing certainly has an impressive lineup of drivers.  Looks
like a good place to start.  Thanks everyone for the advise/suggestions.

Was not aware that the wheel played that much into the setup selection.  I
mean,  I figured what was good with one wheel would be good with another.  I
have a TSW stock.

I went to the setup page, but can find any setups.  Do you remove them from
time to time?

We're still working on N2002 setups as stated before so the lack of is the reason :)

I didn't either until I switched. I had to go from a 70% liner setting upto
about 95-100%. In other ttle that don't give that option I have had to
rework setups to loosen them up. I was amased at the differeance. I think
the big differance is in the range of motion that the wheel has.
