I search a software to assign keyboard commands to my
Thrustmaster Ferrari Wheel in GPL!
I need commands like ENTER 'PO' ENTER.

Oops, my bad. GPLOMe appears to only work with hotkeys. I'm not sure
it'll allow the use of buttons on the wheel.  Still a handy little util
if you can't find something that will use the buttons.

RB-Joy is supposed to do the trick but I haven't worked out how to include
an "enter" in the text string.  i.e.  "enter" Pit Out "enter"

maybe you can***the syste by entering ascii codes enter is 13 or maybe
13 is ESC, I don't remember... well just an idea to play with

  another option would be to use a Voice Command program.  Like
Game Commander.  You speak into a microphone and the program can
translate what you say to enable ANY command in a game.  And some
that aren't in it also..

I use GPLOMe and will see if I can use RB-Joy to trigger it.  Probably
your best bet to make that sort of thing work, too.
