My thrustmaster recently shot craps and I replaced it with the ACT labs FF.
I love the wheel, but I can't seem to get any control on the pedals (and my
times on GPL are about 4sec a lap off).  When I have the pedal maybe 60%
down, the slightest bit more force will send it to ~90% -- generally locking
the brakes and sending me into a barrier.  The local sporting goods store
was out of squash balls, but please tell me that just a couple of squash
balls under the pedals will do the trick and get me back to consistent 1:30s
with an occasional 1:29 at Monza.

I have the same problem.  I have the Act-Labs Force RS, Non FFB.  No
difference in the pedals though.  What I've done is use my old Thrustmaster
Nascar PRo pedals with the wheel (I also have the RS Shifter).  I use the RS
Shifter cartridge and plug that into my USB ports, then my NasPro into the
Gameport.  My PDPI L4 doesn't work for some reason, and I've had to use my
current setup that I just told you about.

The reason why the pedals stick like that is because the pedal is guided by
a piece of plastic, which creates a lot of friction.  Act-Labs put some
grease or lubricant there but it oozes on the outer edges, leaving the
contact points between the plastic and metal bare.  I haven't figured out a
way to get rid of the plastic because that is also used to keep the pedal
sturdy.

Sucks, I know.

It takes a bit to get use to the AL pedals.  They do loosen up and you will
get use to them <G>  However, I highly suggest you take a look here:

Have you tried using them without shoes?  Also try pressing them with just
your toes and not your whole foot.  That's really advice for the LWFF, but I
thought it might help.  If it doesn't apply then fair enough.

Send your Force RS to Thomas Enterprises and have them wire TSW2 split axis
pedals with clutch to your Act Labs wheel.  They did it for me!  You won't
regret it.  That is if money is not an issue <g>

What I found on my Act Labs pedals is that the linkage binds at a certain
point in the travel. What I did was filed the slot in the linkage a tad
longer.  If you take the cover off of the pedals (don't forget the 4 screws
under the *** pads) you will see some flat metal linkages. Where the two
metal linkages join together there is a brass bushing that rides in a oblong
slot in one of them. Move the linkages in there normal travel and look where
the brass bushing bottoms out or reaches the end of the slot. If it bottoms
out before the end of the travel, it will create a sticky spot in the
travel. This is where I filed about a 1/16 inch in the slot with a rat tail
file. Making the slot a little longer. This freed up the binding for me
allot although I still feel a very slight amount from where the linkage that
goes through the plastic cover rubs. I was planning to try to lube this spot
up but it hasn't been bothersome enough yet for me to make the effort.

Thanks for all the suggestions...
Today I took off the lid, and I found that by loosening the lower of the two
screws holding the two metal plates together on each pedal, I got the pedals
to work smoothly.  The downside is that the pedals now feel loose in the
"side to side" direction, and who knows, after a few weeks or months of use,
the***may work itself competely loose, but for now the pedals are
totally usable and my times are back where they should be.

Haven't done myself, LWFF here.
But you could try to alter the pedal-behaviour with DxTweak from Wingman-team.
