The only way you could improve it is to disable many of the graphics
features, such as horizon, special effects, etc., if you have not already
done so.  I guess you should consider yourself lucky since this game doesn't
require 3D acceleration to run, like many new games do.  The ATI Rage Fury
with 32MB RAM, S-video out and hardware DVD decoding is supposed to be a
killer card.
I'll
definitely be getting one when the PCI version comes out.

Here are two things that took care of jerky graphics in NFSIII on my
brother's computer (AMD K-6 200 w/ STB Velocity 128):  1) disable
mip-mapping in your video card driver settings if possible; 2) determine if
your CPU has MMX and make sure the appropriate video card setting
corresponds with the CPU.  My brother had real choppy movements in NFSIII;
then I found a setting in the STB Velocity 128 properties that enabled
support for CPU instructions, which is MMX, at which point I realized that
the K-6 200 does not have MMX per se, so I chose to disable it.  Bingo.  Now
his game works great.

If your video driver doesn't allow you to change these settings, consider
using the reference drivers from the video chip maker.  Lots of times, but
not always,  the reference drivers give better performance or at least more
customizing options.
