Imho it's provider-dependent. I've got a dial-up account and a cable
connection. The cable provider gives access to all binary files, while
files are allways not complete when I use my dial-up connection.
A good substitution is www.webusenet.com. You have to pay for that,
but it gives you access to all binarie files. Not worth it if you're
only going to use it for the alt.bin.sim.autos group, but otherwise
it's a very good service. I used it a lot, untill a couple of months
ago when they started to ask money for it...
