    I've installed the core.ini file and added the following line:
[Communications]
clock_adj_delay = 10

    Will using the core.ini file when the server doesn't have it
installed,cause disconnects,warping,or popping?

    And how does one know if the host is using it other than asking that
question everytime you join a race?

This value tweaks how a client synchronizes itself with a server.  A
GPL server does not use this value, nor will it know or care what value
you, as a client, are using.  The smaller this number, the more 'frame
stuttering' you're likely to see.  The larger this number, the more
'clock smashing' you're likely to see.  I believe the default value is
12.
