Damn, I just got TOCA and it is undriveable with a T2! It's almost like

Many of the newer driving games, especially the ones that are Playstation
transplants have been having the same problems. I'd bet driving with a
gamepad would be much better than a wheel in these games. fyi. My kids
gave me Destruction Derby 2 for Xmas, with a wheel it too is unplayable.
What we need is another little program for our control panels that lets us
either adjust the null zone and sensitivity of the wheels or....have a
direct conversion program that reads our T2 in a manner that we think we are
driving and the cpu thinks we have a gamepad.

No problem with my Formula 1 (nascar pro in USA), and it is great, very
responsive. Check the joystick setting under TOCA settings.
You're right, this game is just a bit too sensitive for analogue devices
like wheels or joysticks, even on 'low' sensitivity.
There is a patch for toca coming very soon but i don't know if it'll include
a joystick/wheel fix. Try writing to Codemasters - they're very helpful
there.

Sorry but this doesn't solve the problem ! (I did choose analog!)
Make sure that the joystick is set up in Windows as 2-axis/4-buttons. (Not
T2 or something else)
