...because it is not too realistic to have a spotter on a Viper-like road
course...
At a NASCAR oval it is easy to find a place, where you can see all around
the track, but at Rock Island... well, maybe the lighthouse... :-)

setting "weather" to "0" the shadows will get a reddish shimmer, but only in
"single races".
This is a relict of an "rain" option, which was taken out of the game
because the physics were too difficult to drive... (according to a posting
here).

Don't know all, but some:

[GAME]
time_of_day 1/2
< Day/"Night", just a black sky (only single race-mode)>
weather 0/1
< normal/"wet road" (only single race-mode)>
[SOUND]
use_ds3d no/yes
<3D-Sound (don't know, if it works)>
[GAME]
ai_car_count 15
car_count 16
< 15 AI cars in single races>
[GX]
fog no/yes
< fogging on or off (also in career-mode)>
[CONTROL]
look_left
look_right
look_back Button x/Key_x
< On my system only "look back" is working)>
[SOUND]
spotter no/yes
<(also in career-mode)>
