How do you get "breakdowns" to appear in the damage menu?

I have rear the manual thru and thru.  It tells you that breakdowns can be
selected in the damage menu, and even shows a pic, but I can't see it
anywhere on MY damage menu.

Random breakdowns were removed after the manual went to print. They are not
supported although you will still see reference to them in the files.

The option to turn them on and off was removed...they still occur.  At least
I call an engine blowing on the first or second lap a random
breakdown--especially when it hasn't exceeded 8000 rpm.

  I believe that was planned but never implemented...(hope I'm not mixing up
sims now...)

That is correct, as far as random breakdowns are concerned.
Don't worry, you can do enough damage to your engine or transmission as it
is.
