rec.autos.simulators

I just downloaded the Sega Rally demo, installed it successfully, but it
won't run.  It says it needs a file called DPLAYX.DLL.

Where can I get this file?  I have DirectX installed in my Win95.

You'd think they'd include ALL of the required files...

This is a DirectX version 3 file (4.04.00.0068 to be exact) and Sega Rally needs version 3.
I'd be very surprised if the place you downloaded the file from didn't say that version 3 was
needed. Go and have a look and it should be there to download...failing get DirectX V3
from Microsoft ...or search for it.

I'll tell you a quick and easy cheat that worked fine for me.  I did a file
search in my windows directory and found DPLAY.DLL  - just renamed the file
DPLAYX.DLL and everything worked fine.  I only left it that way while I
played the Sega demo though - wouldn't recommend it for permanent fix.  

Hope this helps you out for the short-term.
