Well if you look in your player.PLR file, you can see some options that
contain rain settings check it out.

File is in ....\Save\Player\Player.PLR

They probably planned on including weather, but they didn't have the time.
Looks like they rushed this title out aswell as they did it with Sports Car
GT. Shame :(

While some wet weather graphics/effects are in F1 2000 the whole thing
is not there.
If you open the PLRfile and change RACE_CONDITION_WET=1 then when you
race the cars will spit up rain spray. That's all though. The sky
still looks bright and sunny and the road looks dry.

Looks like this game was not finished by ISI and I for one am
disappointed.
I know what is involved in adding rain and it could be done in a few
days if they had just taken the damn time.
There second racing game and they already cutting corners.

It seems to me that they were put on a very short leash by EA to get
it done for the start (early beginning anyway) of the season and beat
out GP3.  Face it, nobody would even look at it if they went head to
head with Crammond.  Maybe the "Friends of ISI" will come through.
I read somewhere that EA has now partnered with Benneton so who
knows what will happen.  It sure seems like it was an awful big bite
to try and complete this game within a year with the small staff that
ISI has.

I think you hit the nail on the head with that post James!  It
does feel unfinished.

This is not really a surprise as it was released just after the
first Grand Prix of the season it is meant to depict and shortly
after the announcement of car liveries/drivers etc.

How can it be a simulation of the 2000 series when it was
finished before the season got underway (before anyone raises
the point, testing times mean nothing!).

Despite being modelled on the '98 season GP3 will be an accurate
rendition of that season like GP2 was of the '94 series.  I have
had Irvine lead several and win at least one race in the few
races I had in f1 2000 (before I deleted it).  This totally
spoils it as it is obvious to all that the Jaguar is in no
position to beat the Mclaren or Ferrari yet.  Diniz and Zonta
battling for second was also a cause for concern.

One of the dissapointments (the only I think) of GP2 was the
lack of weather.  Geoff Crammond has obviously heard the cry for
variable conditions and has included them in GP3.  I also
believe that ISI gave the impression that weather would be in F1
2000.  Looks like it had to be cut along with alot more to
please the suits at EA.

I'm sure if they had released it later in the season it would be
just as succesful, the only reason for the rush I can see is to
beat GP3.  GP3 will still win though.

The one anomaly in GP2's depiction of 1994 was the performance of David
Coulthard.  He was way too good.  I assume that the Coulthard AI was supposed
to be Senna and that after Senna's death, Crammond just changed the name and
helmet and left the Senna AI code in place.

I don't dispute this.  In fact, I judge it quite clearly the case.  
And this is a serios negative.  However...

I'm not as concerned about this point as you.  I just don't believe that there
is much realism done in the modeling drivers'  differences in these games.  To
be sure, some claim to model their individual idiosyncracies and styles.  But
my experience with F1 sims (WC, GP2, F1RS, MGPRS2) includes the following for
pretty much all:
No teamwork. A teammate is as likely to slow down or cause an accident with
his teamate as any.
Too many finishers.  F12K may be the exception, and not for a good reason :-)
Too little variance.  Same few winners, same few podiums, same few points
scorers.  Always less than in the real thing.  This is most probably due to
the point above, ie too few accidents, too few mechanical problems, and less
off-day modeling than is perhaps needed.
Too many 1st gear turns.  In the games that allow you to see it, I see drivers
continually using 1st gear where they don't in reality.  Maybe a small point
to some, but it indicates an obvious deficieny in the driver models.

I think they now commonly attempt to model driver aggresiveness, I know F12K
does (and apparently to bad effect).  But this is all pretty much subjective
anyway.  And easy to modify in F12K.

Basically, I would think that once you have the generic parts of the car
modeling and driver AI done, all that is needed is "tweaks" to individually
tailor them.  And I really haven't seen any of these games do it that well
even when they were released 2 years after the season (guess which one I refer
to).  I really don't believe that these games do much more than tailor a few
constants for these.  GPL included.

Now, a new track is a different thing.  Probably need a fair amount of lap
time to gauge the brake points, best line etc.  Whether F12K does it wrong or
right, I don't know, but the odds are lower when rushed out the door.  

Well, I agree they'll certainly be able to tweak those values to match the
final results.  But wanna lay odds on having the lesser teams score points,
let alone come close to their exact numbers?

Here I can see your point.  They made some guesses as to how the season would
go.  They will obviously miss on a lot.  You, or some enterprising types, can
easily tweak to make this suit your desire.  I sort of like the idea of this
guessing game of not knowing how it will turn out.  And, as I did with GP2 and
the Ubisoft series, I would continue to use the product in future years
anyway.  It doesn't detract from my POV that I do this.  I far prefer that to
paying $40-50 every year when all you might get is different colored cars and
a tweaked AI file.
