Is Monaco RS2 FIA licensed for what year? Are there still real drivers/teams
in the game?

No, it isn't licensed by the FIA, although it is based on the 97 season.
There are no real drivers or real teams in the game due to the lack of
licensing.

As others have written, no licensing, but the teams/drivers are based on '97.
It is pretty easy to tell which is which by the pseuodonyms and the correct
(thru '97) data they have for the teams and drivers such as GP's raced, won,
etc.

With the included editor and the f1racingsim/f1rs2 site, it is very easy to
change all the graphics and names to real ones.

Note that the performance parameters are not (yet?) editable. So you can't
adjust to anything other than what Ubisoft was proper for '97 (ie, overated
Renault performance). Most have parrtially addressed this by switching the
Williams and McLaren entries to account for their switch in performance
between '97 and '98.

No, but you can change the graphics and driver names by downloading a
carset.
These carsets use graphics and names from the real world.
