What I did to cure that is this.  I moved 1st gear so that I could stay
on pace with the pace car in 1st gear at approx 7500 rpm.  This allows
you to tighten up gears 2-4.  Just leave 4 where you had it before but
move 2 & 3 so that when you shift up, you will be around 7000 rpm in the
higher gear after shifting from around 9000 rpm or higher.  What ever
your style.  The wide range in 1st gear may hurt a little bit in the pits
but it is hardly noticable.  Maybe one more car will beat you out but you
can just take him back on the restart.  Hope this works for you.  Have
fun.

I have a setup which can lap at 195+ mph, but on restarts I find
myself 2 or 3 seconds behind after only 1 lap when starting first. Is
there a fix?

Well... you can always block!  Of course this might be dangerous to
your health if Earnhardt's in second place.

Try running a shorter third gear.  Raise the third gear ratio a little
bit (nothing TOO drastic, just maybe 3-4 hits).  See if this helps
any.  If you're using a manual transmission, try shifting (on the
restart) when the needle reaches a little over 9,000rpms.  Make sure
you don't change the fourth gear, or you'll change your trap speeds
around the track and might make your car slower (or possibly faster,
depends).

If you DO get passed, try to immediately duck in behind the opponent,
or get in line as soon as possible.  Catching their draft will surely
help you get up to speed.  Well, good luck.

If you want to stay out front, slow everyone up by hitting the brakes
and get about a straightaway behind and take the green at about 175.
It may be cheating, but hey, it works!

Adjust the gear ratios of 1st, 2nd, and 3rd.  If on the restart you
are in 2nd gear, set 1st gear to the current 2nd gear ratio and
raise 2nd and 3rd gears.  Continue to fine tune until you get good
results.

The reason for this is because your car doesn't come up to speed as
fast as the computer cars.  In about 4 laps if you use the draft in
the right way you can catch up to the lead pack.  Even at 102%.

Good luck

You need to work on 1st through 3rd gears.  I changed mine and now I
pull away on all re-starts.
