Yes, it is. I had the same problem at first, then I recalled that for
programs that use DOS4GW, you need to disable EMM386. You can do that by
removing the line in config.sys that says "DEVICE=EMM386.EXE"
Or, you could start your computer with a boot disk so that config.sys
doesn't run, then run Screen Thief.
The first tip came from Stuart Jackson when I asked him how he did the
screenshots for his website; the second I discovered by experimenting.

Yes it is!!! I just finished making a Papyrus-sponsered NASCAR and captured
numerous screens from both IndyCar and NASCAR. (I also was able to capture
things from DOOM for an id Software car, but thats a different newsgroup.)
I was using The Grabber v3.90 I believe. It works very well, and can be
configured to use the mouse keys to signal a screen capture, as not to
interfere with your game playing by using the keyboard. (It will use the
keyboard however.) The registered version is capable of capturing 1024x760
256 color screens, but the shareware will work fine for IndyCar.
