Well getting started is a little challenging, because you have to
patch N99 and convert some tracks from Indycar Racing 2(Cart Racing)
But if you are looking for a really good offline league, with A, B, & C
class
racing divisions, then check out The Pits Touring Car Championship.
(TPTCC)
The creators have patched N99 so that the cars resemble 4 door sedans
raced
in Europe, Australia, SE Asia, South America, (even Africa, I think)
everywhere 'cept the good ol USA.
The races are on the road courses from N99 and the road and street
courses from ICR2.  No ovals.  The Pits guys have done a marvelous
job converting N99, the sounds, the graphics, heck about the only thing
they didn't change was the smells,(gotta get a window down here)
TPTCC runs a full summer season with winter races and a very special
race called the Bullrun 1000.  Imagine you and up to two more teammates
racing for 1000k  at Bullrun raceway.  Most of the tptcc races are short,
about
a half hour for the shorter sprint race, and about 45 minutes to an hour for
the
longer races.  [two rounds about every two weeks]
If you'd like to check out the league,  head over to
tptcc.com

From there you can see the league web pages, the links to the USPIts, and
the TPTCC
Newswire and the Sim Racing Radio Network.  (shameless plug, I know)

Check out http://www.nasscar.com (note there are two S's) . NASS has several
different divisions for drivers of all skill levels. Very well run offline
leagues for NR99.
