GP2: Can't shift in 2nd before 80kph. BUG?

I use GP2 with no helps or driving aids. It seems there's no way to
change to higher gear before reaching 80kph even when I'm on the track.
Is it the "can't change to a higher gear on the pit lane" that is kept
when your on the track?
I know I should stay in first for up to 100kph and more but there is some
cases where it would be nice to be able to shift sooner.
