I was playing with my final drive ratio on the racing camaro in GT3.  

It seems like if you set it too low, You don't have enough power to get
into your upper gears even.

If you set it too high, You're red lining in top gear and you're not going
very fast.

Somewhere in the middle seems to work but I still can't tell if I have it
set up properly.

It seems like you'd want it as high as possible as long as you're not
revving out on the straightaways.  So I tend to set it to a high ratio.  

Is there any factors I should be aware of?

I don't play that game, but I think the usual rule is that you set your
top gear ratio so that at the end of the longest straight you are just
about to hit the redline.  Leave a little room for error because you
will be faster in a draft.

Can you alter the individual gear ratios, or just the final drive?  If
you can alter all of them, final drive only needs setting so that each
gear is in about the right place - the fine-tuning happens within each
gear separately.

If it's only the final drive, make it just tall enough to avoid
hitting the rev limiter on the longest straight and then add another
click to allow for slipstreaming, as Haqsau said.  If it's a
particularly twisty track, perhaps with just one really long straight
then you might prefer to leave it a little bit shorter for
acceleration in the low gears, and put up with the lack of top speed.
In this situation the only real answer is to compare lap times with
either setup.
