How do "min frame rate" and "cars drawn ahead" relate?

If I choose "min frame rate" of 29 and "cars drawn ahead" of 36,
then what happens when the hardware cannot draw the graphics fast
enough?

I suspect that you still get 29 fps, and you only see the "cars drawn
ahead" that the hardware can handle within the fps limit.

Less cars uses less memory, therefore better frame rates.

It will reduce the frame rate to draw all the cars.  You should reduce
the number of cars to maintain 29fps.
