Let me guess - the install doesn't work if you're using a no-cd version...?
It came up with "an I/O error occured while installing a file"

No its fine with no-cd

That error is well known though,try the right forum

   Yeah, I've run no-cd's from day one and every mod I've ever tried, including
etcc, has worked fine.  It has no bearing on the mod if you start with a nocd.

Curiously enough, I just tried to install it at home(to remind myself of the
error).  It works FINE here(same file).  But I'm still running win98 at home -
the work machine has win2k.

I give up - I can't find it.  I've looked for "etcc error", "etcc i/o",
"install error", etc.  Everything I could think of.  No luck.  The couple of
threads about errors I *did* find weren't the same error.
