Microangelo 5.5 is indeed the best, but it's not freeware.  There is a trial
period, though.  The downside to it, is that it installs a bunch of
unnecessary software (windows GUI styling) as default, and stuff that you'll
need to dig into the registry to remove.

Another good icon editing program is iconforge.  No junk like microangelo,
but the editor is not as robust.  I think the trial period is more generous
as well.
