Sorry to post yet another thread on the dreaded game! My question is
this - who actually owns the game - is it Geoff Crammond, Microprose
or someone else? If it's Microprose and they decide never to release
it (hey the way it's going who knows!) could Geoff release it via
another publisher?

Sir Geoffrey owns it; if I remember correctly, the last ad I saw stated
packaging and manuals (c) Microprose, game (c) Geoff Crammond.
Having said that, however, it doesn't mean that GC hasn't signed some
sort of exclusive contract with SH/MPS, which might require much legal
wrangling to get out of.
