In ICR2 is there a way to add a "wickerbill" (much like the N1/2 restrictor
 plate) to slow the cars down, in the TXT file?  Thanks in advance.

    No, there aint anything like that, you would have to change the insides
of the game before being able to have this option allowed.

The easiest way(and crappiest) would be to simply lower the opponent strength
 and lower 4th,5th,and 6th gear.Thats what I do in N2 when I want to run BGN
 races :)

No, but you can lower the AI values in the drivers2.txt, and then
lower your boost...works great.

    Just to tell you for later notice in knowledge, Indycar Racing 2 does
not support the 0 to 1 change in the speedway lines.
