Before the race you can change--

       wheel lock....thats it!

During race....
fuel load...which tires to replace....thats it!

offline before race....
       wheel lock...car brand....linear or no....GY or Hoosier(4 now)

 GOOD LUCK

You can modify wheel lock from the garage and that's it. The other settings
you mentioned can only be modified by pitting after the race has started.
After each session (Practice, Warmup, etc) all settings are returned to the
standard setup except wheel lock.

Mike,

I'm pretty certain that you can change all the usual things in a setup
during pit stops, i.e. fuel, wedge, stagger, tire pressure and
spoiler/front air dam. Of course, not many fixed setup races run long
enough to worry about a pit stop.
