Maybe not the place for this question but I need more speed for racing games
and would like to turn this off!
Have Windows ME
In help it says to right click on a blank space on the desktop and click
active desktop from the list.   ACTIVE DESKTOP IS NOT ON THE LIST.
In another place it says restrictions are in effect on this computer contact
your system administrator.
This is on my home PC!!
I am the only user and set no restrictions that I know of.
Any help would be greatly appreciated.

I think I see the problem in line 3 "Have Windows ME". ;-)

Right click on you desk top, then select PROPERTIES, when the properties box
pops up select the WEB tab from choices along the top, once there, UNCHECK
the box that says something like "View My Active Desktop As Web Page".

That should do the trick.

go under the display settings to a tab called WEB
and take the check out of active desktop

The restrictions you speek of, is this coming from opening Control Panel?

You've used TweakUI and disabled Control Panel. To fix this do the
following:

Open regedit and navagate this branch.
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explore
r

On the right pane, you should find a "NoControlPanel" . You can either
delete the icon, or double click it and set the Value data so it reads: 0000
00 00 00 00. Close RegEdit and restart your computer.
