Gp2-Perfman Utility?

Hi all, I just DL'd the Perfman utility. Now I need to know what the
numbers mean. Does zero mean lowered performance and 1500 a super car?
How do I use it? Right now I'm using the car set from PK Arnall and I'm
being beat by the Forti's by almost two seconds a lap. Their winning
every race. I also need to now what order the teams are in. Which team
is the Stewart team, the Dome team, Alfa, etc.

Does this affect the game to the point that you can't save hotlaps. If
it doesn't, what is to stop everyone from cheating on all those Hotlap
competitions?
