I took my system to the local computer shop and they could not fix the problem.
I finally had to completely reinstall windows and all my drivers. I have not
had any problems since. Hopefully someone has a better solution, because mine
isn't fun.
Try this: In the Control Panel, click on System, then go to the
Device Manager. Then select the Sound, Video and Game Controllers
item -- under that you should see a selection for a Joystick driver
(the full name will vary depending on what card you're using, but
locate the item that says "Joystick" in it). Remove this item (click
the Remove button), then close out the system properties box. Then,
after doing that, click on Add New Hardware in the Control Panel and
let your system auto-detect any "new" hardware -- it should locate
your Joystick port and re-install it. This happens from time to time
on one of my systems, mainly because I have multiple hardware
configurations and I think it just gets confused in the Registry.

1.) Reboot! - The number one cure
2.) Run setup from the windows CD and let it overwrite any files. You'll
have the default windows options again, but you won't have to re-install
apps (most if you're lucky).
3.) Remove the sound card and reboot. Shut down and re-insert sound card,
let windows auto-detect it and you should be good to go.
4.) Fix a tall glass of ice. Fill well over halfway with Bourbon (Jim Beam
preferably) add your favorite mixer and enjoy. It won't do much for the
computer but it will make you feel better...<G>
