You might want to check the forums at RaceSimCentral.com for advice on
troubleshooting your PC; NR2003 should be fine on just about any decent
machine once you've sorted out video drivers and controller setups...
F1C is much better than F1-2002, which is much better than F1-2001...
etc., etc. Especially if you're wanting to run the mods. Even the
base F1 sim is far better than F1-2002 though; the sim engine keeps
getting refined with every update.
