Has anyone raced Texas World on N3? Mine doesn't seem to work (the
graphics are screwy)...no 3D card or anything...

Yes, I have raced the Txas World Speedway in N3, but I used the N3-NL palette
convertor and the graphics are fine on my system.  Therefore I'd suggest that
you may need to use the palette convertor also, if you have not used it.
