Is SCGT still available for purchase. I know it is an older title but
I like the demo and wanted to give the full version a try.

I bought it a few days ago boxed as "Electronic Arts CD-ROM Classics" at a
Sam's Club store for ten dollars US. It should be available in that package
at other large retailers as well, at least in the US. Don't know about
Europe, but it should be available there, also.

Yep, you can either buy it online at Chip's&Bits or get it at the
store. You can either buiy it as part of a bundle that includes NFS3
and Nascar Revolution or pay less and get it alone as an EA Classic
edition.
