Does anybody know why, in CART (ICR2), after getting out of a track this
message appears?
"Unable to create settings file" Can I fix it some how?
Any help would be appreciated.

It's been a while, but here's two ideas:

Are you running the game off the CD-ROM? I seem to remember
something about the inability to save settings was a limitation of the
minimal install.

If you are running from files on your hard drvie, check to see if
these files (*.stg in the particular track directory) are
write-protected. (The installer might have copied them off the CD
without changing the write protection status.)
