Many of you here are aware of this site. The Europeans have a great deal of
racing films. keep in mind that in the US you can only use the NTSC format
on VHS, however a DVD and XP will allow you up to 5 changes in country

Presumably American videos can play PAL tapes, though? 90% of British
machines can play NTSC, after all.

Remember you'll need a region-free DVD-ROM as well.  Usually you have to
