How do front & back ARB,boost and brake bias influence the car handling
in ICR2 ?  And if they do influence it how come that they can't be
adjusted from within the game...?

The manual is an excellant starting point. If you haven't got
it give Papyrus a call with your product code and I'm sure they'll
send you one.

The same way as they affect the car handling in real life. I'm pretty
sure it's all detailed in the manual, which I'm sure you got when you
BOUGHT the game...

Unless he got ICR2 bundled with a Rendition video card.

Off the top of my head:

are the keys you use to adjust the features. You should see the 3 'bars'
on your dash (Upper right hand corner) which will show you the
setting(s) as you change them. As for the ARB, more black bar showing on
the dash is stiffer. For brake bias more black bar show is brake bias
adjust toward the front.
