Why "bump stops" (GPL)?

I've been fiddling with the "garage" in GPL .. to good success .. and most
things in there make sence to me and have a porpose.  Though, I'm a bit
baffled by the "bump stops".

I know what happens when you bottom out onto the bump stops; though, I don't
know why I would want the "bump stops" at anything but minimum setting all the
way around?!

I figure the effect of hitting the bump stops is no more desirable than the
effect of bottoming out (scraping the ground) and the suspension can use all
the travel it can use ... correct?

Can someone tell me what I'm missing or why I would want the bump stops at
anything but minimum?
