I did restart the whole event again, I went back to the previous event and
the results in the next event are still the same each time. I also thought
it would be decided just before that event but it seems to be decided
earlier than that - at the beginning of the whole season ?

I think a random seed created at the start of the season has an effect on
certain properties of each of the race, for example the weather, and AI
driver performance.  I think that because of the lack of true random
elements, a reloaded race will always play out to the same conclusion.  It's
just a design limitation/decision... your human involvement should put the
cat amongst the pigeons though :)

Yes I think so.

But better to do all the random claulations before the race than have
yet another job for the CPU to do on the fly. I assume that if as much
as possiable can be done apart from the real-time racing the easier it
is on the system.

I would imagine that the race is "scripted" on initialisation. However, you
will probably find that the parameters for the script are randomly
determined. Otherwise, all races at a particular track would have a similar
result every time (your own performance aside).
