I take it you're talking about the IOR (Independent Oval Racing) Mod for
F12002.    There is also the XOR mod too (eXtreme Oval Racing) but I haven't
played this one, it has been discontinued anyhow.

I hope you have broadband and a lot of online time on your hands.   I tried
for months to get this game at various times with dialup, in the end I got a
mate with broadband to get it for me.  You're right, it's not an easy game
to get.  Here are some links that might work for you.....

about a month ago, but the server tends to get quite full.  If you wait it
should start eventually (sometimes taking up to 15 minutes)
